During the second day of his official visit to Argentina, El Salvador’s President Nayib Bukele met with Argentine Vice President and Senate President Victoria Villarruel for a private discussion regarding Bitcoin. On his first day, Bukele engaged with Argentine President Javier Milei, the President of the Chamber of Deputies, Martín Menem, and Horacio Rosatti, the President of the Supreme Court of Justice, at Casa Rosada in Buenos Aires.
Bitcoin Initiatives: Will Argentina Embrace El Salvador’s Model?
While Bukele and Milei covered topics such as energy, trade, and security, there was no formal press briefing or announcement following their talks. In contrast, the conversation between Vice President Villarruel and President Bukele was focused on Bitcoin and how it can be incorporated into Argentina’s finance systems.
In a short video clip shared on social media, Vice President Villarruel expressed her keen interest in Bitcoin and the Volcano Bonds initiative, saying, “I really wanted to take advantage of these brief minutes to talk to you about Bitcoin.” President Bukele welcomed the opportunity, responding positively to the discussion on Bitcoin and its related projects.

The discussions also covered the necessary operational and regulatory frameworks for crypto assets. Villarruel showed particular interest in the role of the National Commission of Digital Assets (CNAD) and its accomplishments in regulation. She pointed out that this commission is the first that specifically addresses cryptocurrency oversight during her conversation with Bukele.
Post-meeting, Villarruel expressed on social media her desire to learn more about El Salvador’s Bitcoin approaches and regulatory measures. She shared, “President Nayib Bukele visited the Senate of the Argentine Nation. We discussed the implementation of Bitcoin and the establishment of the CNAD, which is the first body to offer a legal framework and regulation for crypto assets.”
In May, a delegation from Argentina, which included Security Minister Patricia Bullrich, visited El Salvador to engage with their national officials, including Juan Carlos Reyes, the CNAD President. They focused on sharing insights about national-level digital asset management.
Roberto E. Silva, President of Argentina’s National Securities Commission (CNV), stated, “We aim to strengthen our relationship with El Salvador and will look into collaboration agreements.”
